APPLICATION OF THIS TITLE

Section Description
500. Application of this title. 
S 500. Application  of  this  title.  Except as otherwise expressly
  provided in this chapter, this title shall be exclusively controlling:
    a. Upon the licensing and regulation of drivers; and
    b. On their use of public highways.
